摘  要:社区运营能力与其所依赖的社区产权空间高度相关,而国内社区服务产权空间多主体、规模小、内向的特征,与居民对社区公共服务复合化、品质化的需求不相匹配。今借鉴国内外社区较为成熟的运营模式经验,以浙江省未来社区(完整社区)建设为实践研究基础,研判现阶段国内社区运营存在的问题和转型趋势,从产权经济学视角深入探讨促进社区公共服务提升的空间组织模式、资金筹措方式、运营队伍构建范式,也为提升城市整体公共服务资源配置效率提供思路借鉴。Community operation ability is highly related to the community property rights space it relies on,and the characteristics of domestic community service property rights space of multi-subjects,small scale,and inward-looking do not match with the residents'demand for community public service compounding and quality.Drawing on the experience of more mature operation modes of communities at home and abroad,and taking the construction of future communities(complete communities)in Zhejiang Province as the basis of practical research,we will study the problems and transformation trends of domestic community operation at the present stage,and discuss the spatial organisation modes,financing methods,and paradigms of operation team construction to promote the enhancement of community public services from the perspective of property rights economics,and provide ideas on the efficiency of the overall allocation of public service resources in the city.It also provides a reference for the efficiency of the allocation of public service resources in the city as a whole.
