共同富裕视角下数据要素参与收入分配:逻辑、理念与路径

摘　　要：正确把握数据要素参与收入分配的逻辑、理念与路径,对数字经济背景下推动共同富裕至关重要。本文在分析数据要素参与收入分配促进共同富裕基本逻辑的基础上,提出数据要素参与初次分配要遵循高效和公平的理念,再分配要遵循共享和创新的理念,第三次分配要遵循自愿和协同的理念。应尽快构建兼顾各贡献方利益、监管与激励相结合、引导全社会协同参与的数据要素收入分配体系,以推动全体人民共同富裕取得更为明显的实质性进展。Accurately grasping the logic,philosophy,and path of data elements participated in income distribution is crucial for promoting common prosperity in the context of the digital economy.Based on the analysis of the fundamental logic of how data elements participate in income distribution to foster common prosperity,this paper suggests that data elements in the primary distribution should adhere to the concepts of efficiency and fairness,in the secondary distribution to the concepts of sharing and innovation,and in the tertiary distribution to the concepts of voluntariness and collaboration.It is imperative to establish a data element income distribution system that considers the interests of all contributors,integrates supervision with incentives,and guides the collective participation of society as soon as possible,in order to make further progress in achieving common prosperity for all.
