京津冀区域体育经济发展效率测度与提升策略研究

摘　　要：纾解区域体育经济发展不均衡的问题是区域体育经济高质量发展的重要内容。本文运用文献资料法和Malmquist指数法等研究方法,对2017—2022年京津冀区域体育经济发展水平差异及变动趋势进行测度,并提出纾解京津冀区域体育经济发展不均衡的解决策略。研究表明,三地体育经济发展中河北“鼎力”不足现象严重,且波动幅度较大。现实梗阻表现为三地体育产业能级差异较大,形成“一拖二”态势;经济差异较大,促使体育资源要素单向流动;体育产业创新势能向产业动能转换不充分。为纾解京津冀区域体育经济发展不均衡的现象,提出河北省体育经济“梯度对接”设计思路与推动策略:一是搭建共生关系式的体育经济层级增长极网络;二是构建特色化、梯次化的体育产业集群模式。Addressing the issue of uneven development in regional sports economies is a key component of achieving high-quality development in this area.This paper utilizes literature research method and the Malmquist index method to measure the differences and trends in the level of sports economic development in the Beijing-Tianjin-Hebei region from 2017 to 2022,and proposes strategies to alleviate the imbalances in sports economic development in this region.The results reveal that Hebei's contribution to sports economic development is significantly insufficient,with considerable fluctuations.The current obstacles manifest as substantial differences in the levels of sports industry across the three places,resulting in a“one pulls two”dynamic;large economic disparities leading to one-way flows of key sports resource elements;and insufficient conversion of the innovative potential of the sports industry into industrial momentum.To alleviate the uneven sports economic development in the Beijing-Tianjin-Hebei region,this paper proposes a“gradient connection”design concept and promotion strategies for Hebei's sports economy:first,to establish a symbiotic relationship network of sports economic growth poles;second,to create a specialized and tiered sports industry cluster model.
