摘 要:当前,我国房地产市场供求关系已经发生重大变化,亟须在新形势下研究优化完善房地产用地供应制度。通过构建由制度目标(Why)、供应对象(What)、供应主体(Who)和供应方式(How)构成的房地产用地供应制度4W分析框架,解析当前房地产用地制度中供应结构与需求错配、供应主体单一、供应方式推高用地成本等方面的问题。审慎借鉴日本、美国、新加坡等国家和地区经验并结合我国实际,建议在供应对象上,建立人房地钱要素联动机制,合理增加人口净流入地区住宅用地供应,优化空间布局。在供应主体上,构建多主体供应格局,完善商办等存量非居住用地用途调整机制。在供应方式上,调整土地拍卖标准,探索优化适应租赁住房和现房销售的土地供应机制。At present,the relationship between supply and demand of China’s real estate market has under-gone significant changes,and it is urgent to optimize the real estate land supply system under the new situation.By constructing the 4W analysis framework of the real estate land supply system,which consists of the system objective(Why),the supply object(What),the supply subject(Who)and the supply mode(How),this paper analyzes such problems as the mismatch of the supply structure and demand,the single supply subject,and the supply mode which driving up the land cost.Drawing carefully on the experience of Japan,the United States,Singapore and some other countries and regions and combining with the situation in China,we propose the below:In terms of the supply object,establish a linkage mechanism of people,housing,land and money elements,and rationally increase the sup-ply of residential land in areas with net population inflow,as well as optimize the spatial distribution;in terms of sup-ply subjects,build a multi-subject supply pattern,and improve the adjustment mechanism for the use of non-resi-dential land in stock such as commercial lands;in terms of supply mode,adjust the land auction standards and ex-plore the land supply mechanism which adapts to the rental housing and the sale of existing housing.
