基于生态系统服务价值的嫩江流域生态补偿研究

摘  要:生态补偿是大力推进生态文明建设的重要举措。本文以嫩江流域为例,基于改进的当量因子法,通过ARCGIS遥感解译,计算嫩江流域生态系统服务理论价值。再通过生态补偿优先级和生态补偿需求强度系数,计算最终的生态补偿总量。结果表明:嫩江流域实际生态补偿总金额为439.89亿元。流域范围内的内蒙古自治区生态补偿标准为340.115亿元,黑龙江省生态补偿标准为79.108亿元,吉林省生态补偿标准为20.667亿元。可见内蒙古自治区是嫩江流域重点生态补偿对象。本文内容可为研究其他地区生态补偿、生态环境保护提供参考依据。Ecological compensation is an important measure to promote the construction of ecological civilization.Taking the Nenjiang River basin as an example,this paper calculates the theoretical value of ecosystem services in the basin using an improved equivalent factor method and remote sensing interpretation through ARCGIS.By determining the ecological compensation priority and intensity coefficient,the total ecological compensation amount is calculated.The results show that the actual total ecological compensation amount for the Nenjiang River basin is 43.989 billion yuan.Within the basin,the ecological compensation standard for Inner Mongolia Autonomous Region is 34.0115 billion yuan,for Heilongjiang Province it is 1.7984 billion yuan,and for Jilin Province it is 469.8 million yuan.This indicates that Inner Mongolia is the key target for ecological compensation in the Nenjiang River basin.This study can serve as a reference for ecological compensation and environmental protection research in other regions.
