摘　　要：全民所有自然资源资产管理考核评价是中国自然资源资产产权制度改革的重要内容。当前全民所有自然资源资产管理考核评价仍处于试点阶段,考核评价方法框架、指标体系均有待深入研究。因此在综述自然资源领域相关考核评估方法基础上,构建了由考核目标体系、考核指标体系、考核方法体系和实施监督体系四部分组成的全民所有自然资源资产管理考核评估框架,界定了评估指标体系构建原则,提出了考核全面、兼顾差异、主副结合的全民所有自然资源资产管理考核评价指标体系框架,展望了考核评估框架的应用前景,为推进生态文明建设和自然资源产权制度改革提供了支撑。The evaluation and management of state-owned natural resource assets is an important aspect of China’s natural resource asset ownership system reform.Currently,the evaluation and management of state-owned natural resource assets is still in the pilot stage,and the evaluation methods framework and indicator system need to be further studied.Based on a review of comprehensive and transformational evaluation methods in the field of natural resources,we constructed a framework for the evaluation and management of state-owned natural resource assets,which consisted of assessment objective,assessment indicator system,assessment method system,implementation and supervision system four parts.Then,we defined the principles for constructing the evaluation indicator system,and proposed a comprehensive,balanced,and complementary assessment indicator system framework for the management of state-owned natural resource assets,which could provide support for promoting the construction of ecological civilization and the reform of the natural resource ownership system.
