摘　　要：作为新时代以来党和国家生物安全建设经验的总结,习近平总书记关于生物安全的重要论述与西方生物安全观有着根本的区别。厘清习近平总书记关于生物安全重要论述的科学性和优越性是正确理解我国生物安全治理实践的根本前提。相对于西方生物安全观,习近平总书记关于生物安全的重要论述具有优越性:在人与人的关系上,关注“生命权利”与“人的安全”,超越了西方对生命的“资本宰制”;在人与自然的关系上,蕴含“人与自然生命共同体”的价值理念,超越了西方“人类中心主义”;在人与社会的关系上,以“共同体利益”为导向观照人类整体命运,超越了西方“权力逻辑”。As a summary of the experience of the Communist Party of China and the state’s biosecurity construction since the new era,General Secretary Xi Jinping’s important discourse on biosafety is fundamentally different from the Western concept of biosafety.Clarifying the scientific and superior nature of General Secretary Xi Jinping’s important discourse on biosafety is the fundamental prerequisite for a correct understanding of China’s biosafety governance practices.Compared to the Western concept of biosafety,General Secretary Xi Jinping’s important discourse on biosafety has superiority:in the relationship between people,it focuses on the“right to life”and“human safety”,surpassing the Western“capital domination”of life;In the relationship between humans and nature,it embodies the value concept of“a community of shared life between humans and nature”,surpassing Western“anthropocentrism”;In the relationship between humans and society,General Secretary Xi Jinping views the overall fate of humanity with the guidance of“community interests”,which goes beyond the Western“power logic”.
