摘　　要：国联报告书通过后,日本宣布退出国联,并同时加紧向长城以内进犯,中国围绕国联舞台的外交面临新的形势。在河北事件爆发前后,中国曾力争连任国联行政院非常任理事国,并做出过两次努力,但均遭遇失败。对于日本持续的武装挑衅,国民政府外交部的应对方案是坚持维护国联决议,不与日本展开正式外交交涉。在国联外交舞台之外,日本妄图使华北脱离国民政府的管辖,并寻求既得侵略成果的合法化,而这挑战了中国的底线,因此围绕所谓的广田三原则,中日之间的交涉并未起到作用。为了改变外交困局,在对日开始直接交涉的同时,中国外交开始思考转变外交战略,寻求盟国。After the League of Nations Report was passed,Japan announced its withdrawal from the League of Nations and stepped up its invasion towards the inside of the Great Wall.China's diplomacy around the League of Nations faced a new situation.Before and after the outbreak of the Hebei incident,China had strived two times to be re-elected as a non-permanent member of the Executive Council of the League of Nations,but both failed.In response to Japan's continued armed provocations,the Ministry of Foreign Affairs of the National Government responded by insisting on upholding the resolution of the League of Nations and not engaging in formal diplomatic negotiations with Japan.Outside the diplomatic stage of the League of Nations,as Japan attempted to separate North China from China and sought to legalize the gains of the invasion,which challenged China's bottom line,the negotiations between China and Japan around the so-called Hirota Three Principles did not work.In order to change the diplomatic predicament,while starting direct negotiations with Japan,China began to think about changing its diplomatic strategy and seeking allies.
