数字中国档案信息化制度建设研究

摘　　要：档案信息化建设需要“制度先行”,本研究在形式方面,梳理档案信息化制度建设时间脉络,概述不同时期建设特点与任务侧重;在内容方面,建立档案信息化制度引用关系,分析制度间潜在关联特征。研究提出,要推动档案工作融入数字中国战略,建成适应我国档案工作数字化转型所需的自主制度体系,现有制度还需在国际合作、数据治理、数字政府、行业协作以及证据效力方面不断完善。The development of archival informatization necessitates the"system-first"approach.This study,in terms of form,outlines the chronological progression of archival informatization system construction and summarizes the characteristics and focal tasks of different periods.In terms of content,establishing a reference relationship system for archival informatization and analyzing the potential interconnections between systems.The study demonstrates that to integrate archival work into the Digital China strategy and build an independent system that meets the needs of China's archival work's digital transformation,current systems need to be enhanced in areas such as international cooperation,data governance,digital government,industry collaboration,and the effectiveness of evidence.
