数字政府背景下政务服务电子档案管理探析

摘　　要：电子化是数字政府背景下政务服务档案管理的必然选择。本文分析了数字政府政务服务电子档案多主体协同治理、一体化数据治理、精准化个性化服务三个方面的需求,以及地方在政务服务电子档案协同治理机制、管理技术、精准化个性化服务方面开展的实践探索,进而提出以协同治理机制提升管理利用效能、以标准体系支撑有序发展、以标准化试点促进创新与标准实施三个方面数字政府政务服务电子档案管理的优化建议。Electronic is the inevitable choice for the government service archives management in the background of digital government.This paper analyzes the needs of the digital government service electronic archives in three aspects,including multi-body collaborative governance,all-in-one data governance,accurate personalized service,local government service electronic archives collaborative governance mechanism,management technology,accurate personalized service in the practice of exploration,and put forward to three recommendations of optimization of government service electronic archives management,including collaborative governance mechanism to enhance the management and utilization effectiveness,standard system to support the orderly development,standardization pilot to promote innovation and standards implementation.
