中国式现代化背景下新质公安战斗力的内涵特征与实践构想

摘　　要：“新质公安战斗力”是新质生产力理论在公安中的应用,是传统公安战斗力的延续与创新,为更好地理解其产生基础,需要通过“内在逻辑”和“外部诱因”相结合来分析新质公安战斗力的提出逻辑。在中国式现代化背景下新质公安战斗力因其新内涵而有别于传统公安战斗力,其关键特征为:创新性、渗透性、提质性、动态性、融合性。新质公安战斗力对推进高质量发展、打造高水平安全以及增强公安工作现代化的动力具有重要意义。为此,应进一步强化思想政治能力,完善公安体制机制,树立先进警务理念,健全完善科技创新体系,使新质公安战斗力在中国式现代化背景下为全面提升公安工作现代化水平,扎实推进高质量发展、打造高水平安全贡献更大力量。“New-quality public security combat capabilities”is an application of the theory of new-quali-ty productivity in public security work,and it is a continuation and innovation upon upon traditional capabili-ties.To better understand its foundation,we shall analyze its emergence through“internal logic”and“exter-nal incentives”.In the context of Chinese modernization,it differs from traditional public security combat ca-pabilities due to its innovative,penetrative,quality-enhancing,dynamic,and integrative characteristics.It significantly contributes to promoting high-quality development,ensuring high-level security,and enhancing the modernization of public security work.Therefore,we shall strengthen political and ideological capabilities,improve the public security system,establish advanced policing concepts,and develop a robust technological innovation system.These efforts will enable new-quality combat capabilities to play a pivotal role in elevating public security modernization,advancing high-quality development,and ensuring high-level security within the framework of Chinese modernization.
