摘　　要：在海事执法过程中,对持有《海船船员内河行驶资格证明》的海轮船长和高级船员自引进江问题存在做法不一、要求不同的情况,经常让船东无所适从,甚至可能面临行政处罚。依据相关法律法规,结合执法实践对相关问题进行深入剖析,以期对海事监管工作有借鉴意义。In the maritime law enforcement,there are inconsistent practices and different requirements for the entry of the Yangtze River through the self-pilotage by captains and senior crew members holding the"Certificate of Inland Navigation Qualification for Sea Vessel Crew",often leading to the confusion of the vessel which may even face administrative penalties.Based on the provisions of relevant laws and regulations,this paper conducts an in-depth analysis of relevant issues taking into consideration law enforcement practice,in order to provide reference for maritime supervision.
