摘 要:当前,全球能源正由化石能源体系向以新能源和可再生能源为主的低碳能源体系转变,海上风电已然成为一些国家着重发展的领域。海南省在“十四五”规划中,沿海拟建设11块海上风电场,中长期规划海上风电容量3 500万kW。由于海上风电施工和生产周期长,涉及的海上作业项目多,潜在的安全风险高,特此对海上风电项目带来的通航、施工作业、环境安全风险和防控进行分析研究。Current,the global energy is transforming from a fossil energy system to a low-carbon energy system dominated by new and renewable sources of energy.Offshore wind power has become an important area of development in some countries.During the"14th Five-Year Plan"in Hainan Province,it is expected to to build 11 offshore wind farms along the coast with an offshore wind power capacity of 35 million kW as the medium and long-term planning.The cycle for offshore wind power construction and production is usually long,involving multiple offshore projects,and has high potential safety risks.This paper mainly analyzes the navigation,construction operation,environmental safety risk as well as the prevention and control brought forth by the offshore wind power projects.
