摘　　要：为深入理解《国际船舶安全营运和防止污染管理规则》(以下简称ISM规则),提高对ISM规则的应用能力,运用演绎推理和比较分析方法,研究ISM规则的原理,提出ISM规则的原理符合系统管理理论、管理过程理论和行为科学理论等主要观点。ISM规则有较强的适应性,但也存在一些局限性,在应用ISM规则时要进行充分考虑。In order to deeply understand the International Management Code for the Safe Operation of Ship and for Pollution Prevention(ISM Code)and improve the applicability of the ISM Code,this paper uses deductive reasoning and comparative analysis methods to study the theory of the ISM Code.It puts forward the opinion that the principle of the ISM Code conforms to the main viewpoints of system management theory,management process theory and behavioral science theory.The ISM Code has a strong adaptability,but there are also some limitations,which should be fully considered when applying the ISM Code.
