“千万工程”增强乡村基本公共服务可及性的经验与启示

摘　　要：基于浙江省农村20分钟医疗卫生服务圈实践案例,依托基本公共服务可及性理论、空间正义理论、系统治理理论、资源整合理论和信息不对称理论,构建“地理-经济-资源-信息”分析框架,实证分析“千万工程”增强乡村基本公共服务可及性的治理逻辑。结果表明:“千万工程”通过地理空间优化以提升可接近性、经济体系统筹以改善可承受性、资源联动建设以提高可获得性、信息流通共享以加强可知晓性等路径增强基本公共服务可及性。据此,建议在乡村建设中,基建交通并进,确保服务便利享有;统服务增补贴,实现服务实惠享有;内外资源整合,保障服务优质享有;确保知情参与,促进服务透明享有,最终突破可及性壁垒。Based on the practice of 20-minute medical and health care service circle in rural area of Zhejiang province,adopting basic public service accessibility theory,spatial justice theory,systematic governance theory,resource integration theory,and information asymmetry theory,an analytical framework of“geography-economics-resources-information”was constructed to analyze the governance logic of“Thousand&Ten Thousand Project”in enhancing the accessibility of basic public services in rural area.The results show that the“Thousand&Ten Thousand Project”enhances the accessibility of basic public services through optimizing geographic space to improve accessibility,integrating economic systems to improve affordability,constructing resource linkages to improve accessibility,and circulating and sharing information to enhance knowledge.Accordingly,it is recommended that we insist on parallel progress in infrastructure and transportation to ensure convenient access to services;that we insist on unified services and increased subsidies to realize affordable access to services;that we insist on the integration of internal and external resources to guarantee quality access to services;and that we insist on the informed participation of farmers to promote transparent access to services in order to ultimately break through the barriers to accessibility.
