摘  要:立足湖南省自然资源政务平台建设工作实践,系统分析了湖南省自然资源数据现状和数据治理存在的难点,研究提出了统一数据标准、规范数据治理,推行多网交互、支撑系统集成,强化智能关联、推动精准管理,融合“天空地网”、实现智慧监测,厘清工作分工、治理更新同责5条数据治理思路,阐述了全省自然资源数据治理中应用的时空数据中台、超大体量时空数据快速发布、不同网络环境数据安全交互、三维立体时空数据库建设等4项关键技术,能够为全国其他地区开展类似工作提供参考。This article is based on the practice of constructing a natural resource government affairs platform in Hunan province.It systematically analyzes the current situation of natural resource data and the difficulties in data governance in Hunan province.Five data governance ideas are proposed,including unifying data standards and standardizing data governance,promoting multi-network interaction and supporting system integration,strengthening intelligent correlation and promoting precise management,integrating the"space,air,and ground network"to achieve intelligent monitoring,clarifying the division of labor,sharing responsibilities for governance and updating.This article also elaborates on four key technologies applied in the governance of natural resource data in the province,including the spatiotemporal data middle platform,rapid release of large-scale spatiotemporal data,secure interaction of data in different network environments,and construction of three-dimensional spatiotemporal databases.The approach and experience proposed in this article can provide reference for similar work in other regions of the country.
