面向城市更新的存量公共服务设施供给新路径研究——以西安典型社区体育设施为例

摘　　要：在“十四五”规划期间,西安市处于由增量转为存量发展的重要契机,社区体育设施配置与居民需求存在错配的问题,且增量土地供给不足;社区体育设施布局数量少,居民需求度高。西安的中小学覆盖率远超标准,但不对外开放使用,时段性资源利用率不足,居民时段需求与中小学闲置时间段高度匹配。文章基于“城市人”理论总结,从人均体育设施面积、体育设施可达性、体育设施多样性三个维度构建体育设施配置绩效评价指标体系,以西安市新城区解放门街道为研究对象,划分四类学社供给社区种类,探究公共服务设施供给新路径。During the period of the“14th Five-Year Plan”,under the important development opportunity of transforming from incremental to stock,Xi’an have many problems,including the mismatch between the allocation of community sports facilities and the demand of residents,an insufficient supply of incremental land,small layout of community sports facilities in number and high demand of the residents.The coverage rate of primary and secondary schools in Xi’an far exceeds the standard,but the use is not open to the public,the utilization rate of time slot resources is insufficient,and the residents’time slot demand is highly matched with the idle time slot of primary and secondary schools.Based on the summary of“homo-urbanicus”theory,from three dimensions of the per capita area of sports facilities,sports facilities accessibility,and sports facilities diversity,the paper builds sports facilities configuration performance evaluation index system.Taking the New Town District of Xi’an city as the object for study,the paper divides into four types to communities supplied by the schools,and explores new paths for the supply of public service facilities.
