摘 要:苏州古城更新发展已迈入“有机更新和活化利用”的新阶段,文章通过梳理古城低效居住用地的整体现状,分析得出当前古城低效居住用地更新面临房屋产权复杂、更新实施难、居住环境不佳等问题,导致社会问题增生、空间分布不均、难以集中统一更新等现实困境。对此,将古城低效居住用地划分为四类,分别从居住环境改善、公共服务设施完善、静态交通组织、物业安全管理等方面提出更新改造方法,并以住房产权归属为基准,与低效居住用地更新分类情况叠合,得出各类低效居住用地内不同产权形式住房的更新实施路径。The renewal and development of the ancient city of Suzhou has entered a new stage of“organic renewal and activated utilization”.By sorting out the overall status quo of inefficient residential land in the ancient city,the paper analyzes the current practical difficulties faced by the renewal of inefficient residential land in the ancient city,such as complicated housing property rights,difficult implementation of renewal,proliferation of social problems caused by poor living environment,uneven spatial distribution and difficult centralized and unified renewal.In this regard,the inefficient residential land in the ancient city is divided into four categories,and the renewal and renovation methods are proposed from the aspects of improvement of living environment,improvement of public service facilities,static traffic organization,property safety management,etc.,and based on the ownership of housing property rights,the renewal and implementation path of different forms of housing property rights in various types of inefficient residential land are obtained,which overlaps with the classification of inefficient residential lands for renewal.
