摘 要:工程总承包模式的现实困境在于建设单位过度介入,以及需求频繁变更冲击项目整体性,设计单位与施工单位的收益与风险差异导致实施主体内部融合困难,工程总承包项目经理较为匮乏,传统的工程监理与工程总承包流程不匹配。改进工程总承包模式需要打破相对固化的工程建造既有模式,从源头转变建设单位观念,在固化功能需求前提下大幅限制和规范项目干预,实施过程中在组织构架、合同金额、分配方式、信息技术等方面深化设计与施工内部融合,在理论和实践层面着力提升工程总承包项目经理复合能力,辅之以设计施工全流程监理。The actual dilemmas of EPC model are as follows:the excessive involvement of employer and frequent changes in demand influencing the integrity of EPC model,the differences in income and risk between design unit and construction unit leading to difficulties of integration within the implementation team,relatively lack of EPC project managers,and mismatch between the traditional construction supervision and EPC process.In order to improve EPC model,it is necessary to break the current relatively stable model of project construction,to fundamentally change the concept of the employer,to substantially limit and standardize project intervention under the premise of explicit functional requirements,to deepen the internal integration of design unit and construction unit in terms of organizational structure,contract amount,distribution method,BIM technology,etc.,during project implementation,and to focus on improving EPC project managers’composite capability at the theoretical and practical levels,supplemented by full process supervision of design and construction.
