摘 要:绿色转型发展是资源型城市转型的必然选择,提升绿色转型效率是促进资源型城市转型的重要手段.以淮海经济区9个资源型城市为研究对象,构建投入产出评价指标体系,运用CCR模型和对抗交叉评价模型定量分析2013—2020年资源型城市的绿色转型效率,并分析其时空演化特征.结果发现:淮海经济区资源型城市转型效率呈上升趋势;空间上,安徽省资源型城市绿色转型效率最高,江苏省较低,山东省最低;不同发展阶段资源型城市绿色转型效率差异较大,衰退型城市绿色转型效率均值较高,成熟型城市绿色转型效率较低,再生型城市绿色转型效率最低;从城市类型来看,煤炭类与非金属类资源型城市绿色转型效率差距较小.最后,从财政支持、产业结构、科技投入等方面对淮海经济区资源型城市绿色转型发展提出对策建议.Green transformation and development is an inevitable choice for the transformation of resource-based cities,and improving the efficiency of green transformation is an important means to promote the transformation of resource-based cities.By taking nine resource-based cities in Huaihai Economic Zone as the research object,an input-output evaluation index system is constructed,and the CCR model and confrontation cross-evaluation model are used to quantitatively analyze the green transformation efficiency of resource-based cities from 2013 to 2020,and analyze its spatial and temporal evolution characteristics.The results show that the transformation efficiency of resource-based cities in Huaihai Economic Zone is on the rise,in terms of spatial evolution,the green transformation efficiency of resource-based cities in Anhui Province is the highest,in Jiangsu Province is lower,and in Shandong Province is the lowest.The green transformation efficiency of resource-based cities at different stages of development varies greatly.The average green transformation efficiency of declining cities is higher,the green transformation efficiency of mature cities is poor,and the green transformation efficiency of regenerative cities is the worst.From the perspective of city types,the gap between green transformation efficiency of coal and non-metal resource-based cities is small.Finally,from the aspects of financial support,industrial structure,science and technology investment,solutions and suggestions for the green transformation and development of resource-based cities in Huaihai Economic Zone are put forward.
