摘 要:目的:分析我国31个省(自治区、直辖市)的中医药综合发展水平和优势发展路径,为完善相关政策提供参考依据。方法:构建中医药综合发展评价指标体系,收集各地区相关公开发布数据,利用熵权法与线性加权法对各地区中医药综合发展水平进行评价与排序,通过模糊集定性比较分析法(fs/QCA)探索优势路径。结果:中医药综合发展水平排名前三的地区依次为四川(0.5649)、北京(0.4943)和山东(0.4015);条件组态分析得到“科研支撑-服务利用主导、卫生资源辅助”(72.05%,17.29%);“卫健政策-财政支持主导、服务利用辅助”(61.33%,10.78%);“卫健政策-财政支持主导、卫生资源辅助”(59.16%,6.51%)三条优势路径。结论:“增能促用”“政府主导-需方参与”“政府主导-增加供给”是各地区中医药综合发展的优势模式;发挥政府主导作用、形成多元政策牵引体系,科研创新引领、增强中医药服务能力,因地制宜、促进多要素协同驱动发展是推动中医药综合发展的重要措施。Objective To analyze the comprehensive development level and advantageous development path of traditional Chinese medicine in 31 provinces in China,and provide reference for relevant policies.Methods The evaluation index system of the comprehensive development of traditional Chinese medicine was constructed.The relevant publicly released data of each region were collected,and their comprehensive development level of traditional Chinese medicine was evaluated and ranked by using the entropy weight method and linear weighting method.The advantage path was explored by fuzzy set qualitative comparative analysis(fs/QCA).Results The top three regions in terms of comprehensive development level of traditional Chinese medicine were Sichuan(0.5649),Beijing(0.4943)and Shandong(0.4015).The conditional configuration analysis showed three advantageous development path of"scientific research support-service utilization-led,health resources assisted"(72.05%,17.29%),"health policy-financial support-led,service utilization assisted"(61.33%,10.78%),and"health policy-financial support-led,health resources assisted"(59.16%,6.51%).Conclusion"Increasing energy and promoting use","government-led-demand-side participation"and"government-led-increasing supply"are the advantageous model for the comprehensive development of TCM in various regions.It is important to give full play to the leading role of the government,form a multi-policy traction system,lead by scientific research and innovation,enhance the service capacity of TCM,and promote the synergistic development of multiple factors according to local conditions.
