摘 要:为全面提高工程应急预案在人员安全管理与应急响应机制的效果,本研究通过理论模拟和专家访谈的方法,深入分析现有策略的实施现状和面临的挑战,探索并提出更有效的管理策略和响应机制。研究显示,尽管现有应急预案能够在一定程度上指导有效的疏散和资源调配,但在实际应用中,复杂性和不可预测性仍是主要挑战。此外,资源限制和执行差距常导致预案无法完全按照理论设计执行,人为因素如操作失误和心理压力也显著影响预案的成功执行。研究提出了包括强化实战训练、建立动态预案调整机制、增强跨部门协作及优化资源配置策略等建议,旨在提高应急预案的实际操作效果,更有效地保障人员安全和减少潜在风险。To comprehensively enhance the effectiveness of engineering emergency plans in personnel safety management and emergency response mechanisms,this study employs theoretical simulation and expert interviews to deeply analyze the current implementation status and challenges of existing strategies,and explores and proposes more effective management strategies and response mechanisms.The research indicates that although current emergency plans can guide effective evacuation and resource allocation to some extent,complexity and unpredictability remain major challenges in practical applications.Additionally,resource limitations and execution gaps often prevent the plans from being fully implemented as theoretically designed,while human factors such as operational errors and psychological stress significantly affect the success of the plans.Recommendations include strengthening practical training,establishing dynamic adjustment mechanisms for plans,enhancing interdepartmental collaboration,and optimizing resource allocation strategies,all aimed at improving the practical effectiveness of emergency plans,ensuring personnel safety,and reducing potential risks more effectively.
