信息化部门在高校数字化转型环境下面临的新挑战

摘　　要：在教育数字化转型的大背景下,各高校积极开展数字化转型的研究与实践。关于高校数字化转型“转什么”和“如何转”的问题,已有大量文献进行了深入探讨。然而,具体到执行层面,“谁来转?哪个部门能够有效执行转型规划?”等问题仍需进一步被明确。许多高校将这一职责赋予了信息化职能部门,但传统的信息化部门在权责职能上与数字化转型的要求存在较大差距。文章首先梳理了高校网络与信息化工作的组织架构,阐述了各类架构的主要优点,并分析了高校传统信息化部门的主要职责及其在数字化转型中的权责差距。高校数字化转型应推动“六转”先行,即从决策层的理念、信息化部门的管理架构、管理机制与体制、权责划分、各类人员素养提升以及转型经费的统筹6个方面率先转型,才能为高校数字化转型的成功提供重要保障。Against the backdrop of digital transformation in education,universities are actively conducting research and practice on digital transformation.There have been extensive literature on the question of“what to transform”and“how to transform”in the digital transformation of universities.However,at the execution level,further clarification is needed on issues such as“who will transfer”?Which department can effectively execute the transformation plan.Many universities have assigned this responsibility to their information technology departments,but there is a significant gap between the traditional information technology departments̓responsibilities and the requirements of digital transformation.The article first outlines the organizational structure of network and information technology work in universities,elaborates on the main advantages of various architectures,and analyzes the main responsibilities of traditional information technology departments in universities and their power and responsibility gaps in digital transformation.The digital transformation of universities should promote the“six turn”first,that is,to take the lead in transforming from six aspects:the concept of the decision-making level,the management structure of the information technology department,the management mechanism and system,the division of rights and responsibilities,the improvement of various personnel qualities,and the overall planning of transformation funds,in order to provide important guarantees for the success of the digital transformation of universities.
