摘　　要：[目的/意义]将中医四诊合参诊断理论应用到社会诉求数据价值挖掘过程,为数据赋能决策提供系统性指导思路。[方法/过程]首先,剖析四诊合参理论对数据价值挖掘的效用,构建包含“四诊”和“合参”5个层面的理论模型;其次,基于统计分析、主题分析、情感分析、预测分析和知识组织搭建社会诉求数据挖掘的技术框架;最后,爬取苏州市人民政府官网的社会诉求数据进行实验分析并搭建原型系统。[结果/结论]将四诊合参理论应用到社会诉求数据分析方面的可行性强,不仅拓展了四诊合参的应用场景,也为政务数据的价值挖掘提供了实践方案,创新数据驱动决策的路径与研究视角。[Purpose/Significance]The study aims to apply the theory of integrated diagnosis of traditional Chinese medicine to the process of mining the value of social demand data and provide systematic guidance for data empowerment decision-making.[Method/Process]Firstly,the study analyzed the effectiveness of the theory of combining the four diagnostic methods with the participation of data value mining,and constructed a theoretical model that includes five levels:“four diagnostic methods”and“participation of data”.Secondly,a technical framework for social demand data mining was established based on statistical analysis,thematic analysis,sentiment analysis,predictive analysis,and knowledge organization.Finally,the study crawled the social demand data from the official website of the Suzhou Municipal People s Government for experimental analysis and built a prototype system.[Result/Conclusion]The feasibility of applying the theory of integrating four diagnostic methods into the analysis of social demand data is strong,which not only expands the application scenarios of integrating four diagnostic methods,but also provides practical solutions for the value mining of government data,innovating the path and research perspective of data-driven decision-making.
