摘　　要：排污许可证制度在当前国家生态环境保护工作中扮演着关键角色,该制度的完善度及适用性不仅关乎生态保护事业的发展,也会对企业生产及民众生活产生影响。本文阐述了做好排污许可证制度建设的必要性和意义,分析了我国排污许可证制度建设和实施的主要历程,并总结了现行排污许可证制度的特点。同时,结合实际情况,指出了当前排污许可证制度实施中面临的一些问题,并针对这些问题提出了对策和建议,以期为我国排污许可证制度建设及实施提供参考。The pollutant discharge permit system plays a key role in the current national ecological and environmental protection work,and the perfection and applicability of the system are not only related to the development of ecological protection,but also have an impact on the production of enterprises and people's lives.This paper expounds the necessity and significance of the construction of the pollutant discharge permit system,analyzes the main process of the construction and implementation of the pollutant discharge permit system in China,and summarizes the characteristics of the current pollutant discharge permit system.At the same time,combined with the actual situation,some problems faced in the implementation of the current pollutant discharge permit system are pointed out,and countermeasures and suggestions are put forward for these problems,in order to provide reference for the construction and implementation of the pollutant discharge permit system in China.
