构建符合生产力发展规律的新质生产力体系

摘　　要：新质生产力的形成需要遵循生产力发展的一般规律,形成新的生产力的一般路径是通过科技创新的突破性进展及其产业化过程形成新的生产方式。生产力发展的一般规律包括质量互变规律、生产力要素变化规律、生产力诸要素组合优化规律、加速性发展规律,生产力规律具有民族性和世界性相统一的特征。新质生产力形成的规律是:科技创新的颠覆性突破形成新质生产力发展的动力;颠覆性科技创新的产业化形成新质生产力发展的路径;新兴产业的拓展与传统产业的改造形成新质生产力发展的载体;信息化与工业化结合的新型工业化形成新质生产力的生产方式;新质生产力不断发生空间转移形成新质生产力的空间布局。在形成新质生产力的过程中要遵循生产力发展的一般规律,坚持因地制宜发展新质生产力的原则,从创新动力系统、产业载体系统、绿色生产力系统、新型能源系统、生产方式系统和制度系统六个维度构建符合新质生产力规律的新质生产力体系,推动新质生产力整体功能的发挥。The formation of new quality productive forces needs to follow the general law of productivity development.The typical trajectory for the emergence of new productive forces involves the creation of a novel mode of production,achieved via the transformative advancements in scientific and technological innovation and its subsequent industrialization.The general laws of productive forces development include the law of mutual change of quality,the law of change of factors of productive forces,the law of optimization of the combination of factors of productive forces,the law of accelerated development.The law of productive forces exhibits characteristics of unity between the national and the global.The laws of the formation of new quality productivity are as follow:the subversive breakthrough of scientific and technological innovation forms the driving force of the development of new quality productive forces;its industrialization forms the path of the development of new quality productive forces;the expansion of emerging industries and the transformation of traditional industries form the carrier of the development of new quality productive forces;the new industrialization combined with informatization and industrialization forms production mode of the new quality productive forces;the continuous spatial transfer of new quality productivity forms its spatial layout.In the process of forming the new quality productive forces,it is necessary to follow the general law of productive forces development and adhere to the principle of developing the new quality productivity according to local conditions.Therefore,we can construct the new quality productive forces system in line with the law of new quality productive forces from six dimensions:innovation power system,industrial carrier system,green productive forces system,new energy system,production mode system and institutional system,so as to promote the overall function of the new quality productive forces.
