老年人社会参与实践考察与保障机制研究——以昆明市为例

摘　　要：社会参与是积极老龄化应对全球人口挑战提出的重要任务之一。以社会参与理念落地为研究背景,以昆明市老年人社会参与实践考察数据为例,从老年人社会参与实践特征维度予以分析。结果显示:昆明市老年人社会参与存在缺乏理论与制度保障、就业权益缺乏法律保障、社会参与能力不足的问题。对此,应通过优化老年人社会参与政策制度、完善老年人社会参与平台建设、分类管理指导老年人社会参与工作、优化老年人社会参与能力与环境四个保障机制推进积极老龄化发展。Social participation is one of the important tasks put forward by active aging to cope with the global population challenge.Taking the concept of social participation as the research background,and taking the survey data of social participation practice of the elderly in Kunming as an example,analyzes from the dimension of characteristics of the elderly social participation practice.The results show that there are some problems in social participation of the elderly in Kunming,such as a lack of theoretical and institutional safeguards,a lack of legal safeguards for their employment rights and interests,and a lack of social participation ability.In this regard,the development of active aging should be promoted through four safeguard mechanisms:optimizing the policy system of social participation for the elderly,improving the construction of social participation platform for the elderly,classifying management and guiding the social participation work for the elderly,and optimizing the social participation ability and the environment for the elderly.
