摘　　要：传统的铁路物流基地运营绩效评价方法通常以服务铁路运输生产的静态评价为主,在动态反映铁路物流基地市场化转型过程的状态变化方面存在一定不足。面向铁路物流基地运营绩效评价中存在市场化转型效果评价指标体系不完善、评价方法动态性不足、评价标准不明确等问题,建立市场化转型条件下铁路物流基地运营绩效评价指标体系,明确评价标准,以熵权法和理想解法模型为基础,通过引入随时间变化的奖惩因子将物流基地运营绩效与时间变量相关联,构建铁路物流基地运营绩效动态评价模型,并通过算例分析验证模型的科学性和适用性,研究结果表明:运营模式创新、协作机制构建、服务业态升级、智能化技术应用等改革措施对铁路物流基地市场化转型成效具有重要影响。Traditional evaluation methods for operational performance of railway logistics bases usually focused on static evaluation,but there are certain shortcomings in dynamically reflecting the changes in the state of market-oriented transformation.In response to the main problems in the operational performance evaluation of railway logistics bases,e.g.,incomplete evaluation index system for effectiveness of market-oriented transformation,inadequate dynamicity of evaluation methods,and unclear evaluation standards,a system of operational performance evaluation indicators amid market-oriented transformation was established,with evaluation standards identified.Based on entropy weight method and TOPSIS,a dynamic evaluation model of operational performance of railway logistics bases was constructed by introducing reward and punishment factors that change over time and the scientific basis and applicability of the model verified through case analysis.The research results show that reform measures such as innovation in operational models,construction of collaborative mechanisms,service model upgrading,and intelligent technologies application,have a significant impact on the effectiveness of market-oriented transformation of railway logistics bases.
