摘  要:推进数字孪生水利建设是水利高质量发展的六条实施路径之一,是水利新质生产力的重要标志。水利部在2022—2023年开展数字孪生流域建设先行先试工作,56家单位的94项任务全面建设完成,数字孪生水利建设已从积极探索先行先试阶段正式进入全面常态推进和强化深化应用阶段。通过先行先试,总结经验做法和成果成效,可为当前正在开展的数字孪生水网、数字孪生灌区、数字孪生调水工程、数字孪生农村供水、“天空地水工”一体化监测感知夯基提能行动等工作提供参考和借鉴,对下一步推进数字孪生水利建设具有指导和引领作用。Promoting digital twin water conservancy construction is one of the six implementation pathways for highquality development in water resources and serves as an important indicator of new productive forces in water management.From 2022 to 2023,the Ministry of Water Resources launched pilot constructions for the construction of digital twin river basins,completing 94 tasks across 56 organizations.This marks the transition of digital twin water conservancy from an exploratory pilot construction phase to a stage of comprehensive and normalized promotion,alongside strengthened and deepened applications.Through these pilot constructions,valuable experiences,practices,and outcomes have been summarized,providing references for ongoing efforts in areas such as digital twin water networks,digital twin irrigation districts,digital twin water diversion projects,digital twin rural water supply,and integrated monitoring and perception systems.These insights will guide and lead the next steps in advancing digital twin water conservancy construction.
