摘 要:随着城市化快速发展,我国众多城市面临着土地利用效率低下、建设用地紧缺以及开发成本快速攀升等问题。深圳市为推动制造业高质量发展,坚定不移打造制造强市,着力发展战略性新兴产业集群和未来产业。为了解决工业用地供应不足等问题,大力实施“工业上楼”行动计划,创新产业空间供应模式。自从“工业上楼”政策推行以来,相关从业者的观点不一。文章系统梳理了“工业上楼”的缘起与政策,结合相关研究与经验,梳理“工业上楼”中面临的挑战,进而提出政策策略与建议。With the rapid development of urbanization,many cities in China are facing problems such as inefficient land use,shortage of construction land and rapidly rising development costs.In order to promote the high-quality development of the manufacturing industry,Shenzhen is firmly committed to building a strong manufacturing city,and to expanding and strengthening strategic emerging industry clusters and future industries.In order to solve the problem of insufficient supply of industrial land,Shenzhen has vigorously implemented the action plan of"Industrial Upstairs"and innovated the mode of industrial space supply.Since the implementation of the"Industrial Upstairs"policy,relevant practitioners have expressed different views.This paper systematically analyses the origins of"industrial upgrading"and the policies of various cities and districts,combines relevant research and experience,analyses the challenges faced by"Industrial Upstairs",then puts forward policy strategies and suggestions.
