摘　　要：社会保险制度是社会保障体系的主体,进一步深化社会保障制度改革必然要求不断完善社会保险法制体系。社会保险法作为规制和规范社会保险关系的基本法,其颁布实施标志着我国社会保险制度走上了法制化的轨道。要以国家立法机关开展社会保险法执法检查为契机,进一步修改完善社会保险法,不断推进社会保险法制建设,在此过程中,处理好项目与流程、规范与引导、历史问题与未来挑战,以及不同主体的权利与责任之间的关系,有力支撑和引导社会保险制度高质量发展。The social insurance system is the main body of the social security system in China,and it is inevitable to constantly improve the social insurance legal system in the process of further deepening the reform of the social security system.As a basic law to regulate the social insurance system,the promulgation and implementation of the social insurance law marks that our country's social insurance system has embarked on the track of the rule of law.It should take the inspections of social insurance law enforcement by the NPC Standing Committee as an opportunity to further modify and improve the social insurance law,and constantly promote the construction of social insurance legal system.In this process,it is important to properly deal with four pairs of relations between programs and processes,norms and guidance,historical issues and future challenges,and the rights and responsibilities of different actors,so as to support and guide the high-quality development of the social security system.
