现代化简约治理:城乡基层治理模式选择及其运行机制——基于三种村居治理的案例分析

摘　　要：目前,学界对城乡基层社会治理模式的研究主要集中于分析多元主体之间的关系结构,但对于传统简约治理的时代变迁、现代化发展以及不同类型村居简约治理的实践需求关注不足。在梳理简约治理文献的基础上,以高政府—低市场—低社会、高政府—高市场—低社会、低政府—低市场—高社会、低政府—高市场—高社会四种简约治理模式为分析框架,通过分析三种不同村居社会治理经验后发现:现代化简约治理正在成为城乡基层治理模式的实践样态。无论是从治理基本架构构建、治理资源整合到治理效能提升,现代化简约治理都是一种创新的实践模式。与传统简约治理不同,现代化简约治理融合了政府、市场、社会机制,推动了政府刚性治理与社会柔性治理的有效衔接,实现了国家政策的创新执行。这种现代化简约治理是中国基层社会治理从“国家中心论”向“人民中心论”转变的重要体现。顺应这一趋势,未来的基层社会治理应朝着高政府—高市场—高社会的有机融合方向发展。At present,research on the primary-level social governance models in urban and rural areas mainly focuses on analyzing the relationship structure between multiple players,paying little attention to the historical evolution and modernization development of traditional simple governance,and actual needs of simple governance in different types of village communities.In view of this,based on the literature review of simple governance,this paper constructs an analytical framework of four simple governance models,namely,Strong Government--Weak Market--Weak Society,Strong Government--Strong Market--Weak Society,Weak Government--Weak Market--Strong Society,and Weak Government--Strong Market--Strong Society.The experiences of three different types of village community social governance reveal that modern simple governance,an innovative model in terms of framework set-up,resources integration,and improved effectiveness of governance,has been in common practice in primary-level governance in urban and rural areas.Modern simple governance,different from traditional simple governance,achieve innovative implementation of national policies by integrating government,market and social mechanisms,and promoting the effective connection between government rigid governance and social flexible governance.This modern simple governance is an important manifestation of the transformation from state-centered to people-centered approach in primary-level social governance in China.To embrace this trend,primary-level social governance should promote the organic integration of Strong Government--Strong Market--Strong Society.
