国家档案资源概念的价值阐释--兼论与“国有档案资源”概念区别

摘　　要：近年来,“国家档案资源”成为档案界的“热词”之一。研究聚焦于“国家档案资源”的概念、价值定位及其与“国有档案资源”的区别。论文在梳理已有研究中关于国家档案资源及其保存价值的主要观点后,分析了以所有权作为“国家档案资源”概念判定标准的局限性,明确指出明晰、细化“对国家和社会具有保存价值”解释的必要性;基于国家安全维护、法律条文执行及档案监管的现实需求,阐述了国家档案资源概念及其价值阐释的实际意义,从国家安全、社会多元利益、历史记录、文化传承四个维度,揭示了国家档案资源“对国家和社会具有保存价值”的深刻内涵。在此基础上探讨“国家档案资源”概念定义的表述,并与仅有一字之差的“国有档案资源”概念进行比较分析,以深化对国家档案资源概念的认识。In the archival field,"National Archival Resources"has become a term of increasing interest.The study delves into the concept,the valuation of"National Archival Resources"and the differentiation from"State-Owned Archival Resources"After synthesizing the prevailing scholarly views on the value and preservation of national archival resources,the paper critiques the limitations inherent in ownership-based criteria for defining"National Archival Resources,"and clearly points out the necessity of clarifying and refining the explication of"preservation value to the state and society."In light of the exigencies of national security,law enforcement,and archival governance,the paper articulates the practical significance of the concept and its value elucidation,and unveils the deep-seated connotation of the preservation value of national archival resources through the lenses of national security,diverse social interests,historical documentation,and cultural inheritance.Subsequently,the paper explores the expression of the concept of"National Archival Resources"and makes a comparative analysis with"State-Owned Archival Resources"with only one word difference,so as to enrich the discourse on the conceptual understanding of national archival resources.
