摘　　要：《中华人民共和国档案法实施条例》第18条规定,应当形成档案的主体应建立档案工作责任制,落实档案工作领导责任、管理责任、执行责任,健全责任人相关制度。这不仅是对《中华人民共和国档案法》要求建立健全档案工作责任制的直接回应,也体现出责任制为档案工作筑牢法治根基、筑就履责堡垒等方面的积极作用。本文通过对《中华人民共和国档案法》与《中华人民共和国档案法实施条例》的文本研读,剖析、归纳了法律规范划定的档案工作8个大类、14个小类责任主体,并基于管理责任与角色责任的26种执行责任论证档案工作责任制的建立,再从职责分工、制度建设、责任意识、责任机制四个方面探讨档案工作责任制的落实,以推动档案工作责任制的建设迈上新高度。Article 18 of Regulations for the Implementation of the Archives Law of the People's Republic of China stipulates that the main body that should form archives shall establish a responsibility system for archives work,implement the leadership responsibility,management responsibility and implementation responsibility for archives work,and improve the relevant system of responsible persons.This is not only a direct response to the requirement of Archives Law of the People's Republic of China to establish and improve the responsibility system of archival work,but also reflects the positive role of the establishment and implementation of the responsibility system in the archives work to strengthen the foundation of the rule of law and build the fortress of accountability.Through sorting out the historical development process of the relevant system of archives work responsibility,and studying the text of Archives Law of the People's Republic of China and Regulations for the Implementation of the Archives Law of the People's Republic of China,this paper analyzes the legal basis for the perfection of the archives work responsibility system.On this basis,this paper summarizes the 8 categories and 14 sub-categories of responsibility subjects of archives work delimited by legal norms.Based on the management responsibility and role responsibility,it demonstrates 26 kinds of executive responsibility in the establishment of the responsibility system of archival work and then discusses the implementation of the responsibility system of archives work from four aspects:division of responsibilities,system construction,responsibility consciousness and responsibility mechanism,which aims to elevate the construction of the archives work responsibility system to a newlevel.
