社会流动视域下的华北根据地物力资源汲取问题再研究

摘　　要：革命的全面胜利端赖于物力资源的有效汲取,任何革命政策的实践化无不是建基于特定的物质基础之上。作为国家政权与乡村社会深度互动的中介机制和联结渠道,社会流动在华北根据地的物力资源汲取工作中发挥了重要作用。频繁而剧烈的结构性社会流动提升了华北根据地的开放度,成功构建了物力资源汲取的合法性。畅通而公平的个体性社会流动则引动了华北根据地的精英更替,彻底消除了物力资源汲取过程中的贪污中饱、偷税漏税等积弊。在结构性社会流动与个体性社会流动的交互影响下,具有浓厚阶级色彩和革命倾向的物力资源汲取体制得以生成和运转。社会流动与物力资源汲取的关联互动亦为进一步阐述中国共产党的财政经济实践提供了一个典型案例。The comprehensive victory of the revolution relies on the effective extraction of material resources,and the practical implementation of any revolutionary policy is based on specific material foundations.As an intermediary mechanism and connecting channel for the deep interaction between the state power and rural society,social mobility has played an important role in the extraction of material resources in the North China Revolutionary Base Area.The frequent and intense structural social mobility has increased the openness of the North China Revolutionary Base Area and successfully established the legitimacy of material resource extraction.The smooth and fair individual social mobility has triggered the replacement of elites in the North China Revolutionary Base Area,completely eliminating the long-standing drawbacks such as corruption,embezzlement,and tax evasion in the process of extracting material resources.Under the interactive influence of structural social mobility and individual social mobility,the extraction system of material resources with strong class color and revolutionary tendency has been generated and operated.The interaction between social mobility and material resources extraction also provides a typical case for further explaining the fiscal and economic practice of the CPC.
