摘 要:国铁集团联网、补网、强链计划为消除路网能力瓶颈、提高运输组织效率提供了基础性支撑。为进一步提高全路运输组织效率,充分利用联网、补网、强链项目释放的运能,研究梳理归纳项目作用类型,并结合项目预期实施效果提出了车流径路优化建议。参照国铁集团承运清算办法估算了车流径路调整可产生的各项收益。研究结果表明,联网、补网、强链项目可显著降低运输成本,提高铁路运输系统鲁棒性,为持续推进“公转铁”提供基础支撑。The three-year railway network capacity enhancement plan proposed by China Railway provides fundamental support for eliminating bottlenecks in railway network capacity and improving transportation organization efficiency.In order to further improve the efficiency of the railway transportation organization and fully utilize the transportation capacity released by the railway network capacity enhancement plan,this paper sorted out the function types of the project and proposed optimization suggestions for wagon routes based on the expected project implementation effects.Finally,by referring to the toll liquidation method of China Railway,the various benefits that can be generated by adjusting the wagon routes were estimated.The results indicate that the railway network capacity enhancement plan can significantly reduce transportation costs,improve the robustness of railway transportation systems,and provide basic support for achieving transferring traffic from road to railway.
