摘　　要：总量控制和定额管理是我国水资源管理的基本制度,其中定额管理是落实“节水优先,空间均衡,系统治理,两手发力”新时期治水思路的有效手段,也是实施节约用水工作的重要依据。南方某市通过对市区751家城镇公共供水非居民用水户开展用水调查及定额分析,深入了解各行业用水特征情况,从而为后续有序推进定额用水管理提供支撑性参考。Total volume control and quota management are the basic systems of water resources management in China.Quota management is an effective means to implement the water control idea of"water conservation first,spatial balance,systematic governance,and two-pronged efforts"in the new era.It is also an important basis for implementing water conservation work.A city in the south conducted water use surveys and quota analysis on 751 urban non-residential water users in urban areas to gain an in-depth understanding of the water use characteristics of various industries,thereby providing a supporting reference for the subsequent and orderly promotion of quota water management.
