北京市计划用水管理实施成效与保障举措研究

摘　　要：计划用水是实现用水精细化管理的一项关键策略,更是节水管理的一项重要制度,涉及计划用水的申报、核定、下达、调整、处罚、监督等多方面的管理。北京市通过实施计划用水管理,严格控制了区域及行业用水总量,促进了区域发展结构与布局优化,也取得了突出的节水减耗成效。然而,当前高质量水利发展需求下计划用水管理专门的顶层法律规章尚缺乏,管理程序的规范性、管理手段的先进性及管理能力的水平等尚显不足,与精细化、科学化、易推广的计划用水管理制度的实施尚存在很大差距。The planned water use management is a basic and important system of water-saving management,involving the management of multiple aspects such as declaration,verification,issuance,adjustment,punishment,and supervision of planned water use.By implementing planned water use management,Beijing has strictly controlled the total amount of water used by regions and industries,promoted the optimization of regional development structure and layout,and achieved outstanding results in water conservation and consumption reduction.However,there is still a lack of top-level laws and regulations specific to planned water use management under the demand of high-quality water conservancy development.The standardization of management procedures,the progressiveness of management means,and the level of management ability are still insufficient.There are still many problems to be solved in more refined planned water use management.
