民国四川城市建设资金问题探析

摘　　要：民国四川城市建设的资金来源主要有市财政收入、借款或发行债券、通过土地经济运行机制获取、西方教会筹集等渠道。由于市财政收入有限,借款或发行公债又会加重政府财政负担,通过土地经济运行机制获取资金和西方教会筹集资金仅在个别大城市进行,因此从总体上看,民国四川城市建设资金来源有限。民国四川城市建设资金在使用中存在诸多问题,如城市建设计划的不完善导致有限的资金没有发挥应有的建设效益、城市建设资金不能按时到位、城市建设中的腐败现象导致一部分城市建设资金被中饱私囊等。民国四川城市建设资金问题对当今四川,乃至中国城市建设有着重要的启示。The main sources of urban construction funds in Sichuan during the period of the Republic of China were municipal fiscal revenues,borrowed money or issued bonds,land economic operation mechanisms,and Western church fundraising.Due to meager urban fiscal revenues,borrowing money or issuing bonds will increase the government's financial burden.Obtaining funds through land economic operation mechanisms and Western church fundraising were only carried out in a few large cities.Therefore,in general,the sources of urban construction funds in Sichuan during the period of the Republic of China were not many.There were a lot of problems in the use of urban construction funds in Sichuan during the period of the Republic of China,such as incomplete urban construction plans leading to limited funds being unable to achieve the expected construction effects,urban construction funds being delayed,and corruption in urban construction giving rise to part of urban construction funds filling officials'personal pockets,etc.The issue of urban construction funds in Sichuan during the period of the Republic of China has a significant implication for current urban construction in Sichuan,and even in the country.
