“双碳”目标驱动下沱江流域生态补偿机制优化

摘　　要：中共二十大报告将“积极稳妥推进碳达峰碳中和”作为“推动绿色发展,促进人与自然和谐共生”的重要抓手。“双碳”政策目标驱动为流域生态补偿提供了新的价值指引,对稳固与优化流域生态补偿机制产生了极大的内在促进作用。通过梳理沱江流域生态补偿机制的发展历程,剖析了“双碳”目标下沱江流域生态补偿机制建设面临的困境,提出了如下优化路径:创新制度体系供给,运用好政策组合拳;提升协同治理水平,拓宽协商共治平台;扩宽资金来源渠道,提升资金使用效率;建立补偿协商平台,实施分类补偿策略;完善监督考评体系,建设数字生态文明。The report of the 20th National Congress of the Communist Party of China takes“actively and steadily promoting carbon peaking and carbon neutrality”as an important means for“promoting green development and facilitating harmonious coexistence between humanity and nature”.The policy target of“Double Carbon”provides new value guidance for basin ecological compensation and exerts a significant internal impetus for stabilizing and optimizing the basin ecological compensation mechanism.By sorting out the development process of the ecological compensation mechanism in the Tuojiang river basin,it analyzes the predicaments faced by the construction of the ecological compensation mechanism in the Tuojiang river basin under the“Double Carbon”target and proposes corresponding optimization paths.Namely:innovating the supply of the institutional system and making good use of the policy combination;enhancing the level of collaborative governance and broadening the consultation and co-governance platform;expanding the channels of capital sources and improving the efficiency of capital utilization;establishing a compensation consultation platform and implementing classified compensation strategies;perfecting the supervision and evaluation system and building digital ecological civilization.
