摘　　要：湿地具有强大的固碳能力,推动湿地碳汇价值实现是落实“双碳”目标的有效途径。目前,中国湿地碳汇价值实现过程中仍然存在产权体系不健全、统一计量标准缺失、激励和保障政策不完善、市场交易机制不健全、金融创新产品不丰富等问题。碳汇金融作为实现“双碳”目标的金融创新模式,对于推动湿地碳汇价值实现具有重要的促进作用。金融赋能湿地碳汇价值实现,应推动构建政府主导与市场化运作、财政支持和企业参与、国际和国内相促进的多元化金融支持体系,创新湿地碳汇开发、交易、保障等金融支持模式,并从市场环境培育、配套制度建设、重点领域和区域试点、组合型金融产品创新等方面实现路径优化。Wetlands have strong carbon sequestration capacity,and promoting the realization of wetland carbon sink value is an effective way to implement the goal of"double carbon".At present,there are still some problems in the realization process of wetland carbon sink value in China,such as imperfect property rights system,lack of unified measurement standards,imperfect incentive and guarantee policies,imperfect market trading mechanism and insufficient financial innovation products.As a financial innovation mode to achieve the goal of"double carbon",carbon sink finance plays an important role in promoting the realization of the value of wetland carbon sink.To realize the value of wetland carbon sequestration empowered by finance,it is necessary to promote the construction of a diversified financial support system featuring government-led and market-oriented operation,financial support and enterprise participation,and international and domestic promotion,and innovate financial support models such as wetland carbon sink development,trading,and security,and realize path optimization from the aspects of market environment cultivation,supporting system construction,key areas and regional pilots,and combined financial product innovation.
