贵州应急语言服务体系建设路径研究

摘　　要：应急语言服务是指在突发的自然灾害或公共危机中提供的语言服务、救援活动,如多语防灾指南的制定、多语医疗救助等。应急语言服务是突发自然灾害和公共危机事件中实施医疗救助、发布灾情/危机信息,开展舆情引导和稳定公众情绪的基础,是国家应急管理体系的重要组成部分,关乎应急管理成效。文章在借鉴美国和日本应急语言服务体系建设经验的基础上,结合贵州具体实际,探索贵州应急语言服务体系建设路径。Emergency language services are the language services and rescue activities in sudden natural disasters or public crises,such as making multilingual disaster prevention guidelines,offering multilingual medical assistance,etc.Emergency language services are the basis for implementing medical assistance,releasing disaster/crisis information,guiding public opinion,and comforting the public in sudden natural disasters and public crises.Affecting the efficiency of national emergency management,emergency language services are an essential constituent of the national emergency management system.Drawing on the well-fledged experience of emergency language service system construction in the United States and Japan and considering the practical reality of Guizhou Province,this paper explores the ways to construct the emergency language services system of Guizhou Province.
