摘 要:随着中国科技从“跟跑者”转为“领跑者”,部分科技领域进入“无人区”,科技与经济、政治等多元因素的互动可能引发更多科技伦理风险。文章回顾现代科技伦理治理趋势以及中国科技伦理治理推进工作,归纳出国内科技伦理治理体系现存问题和挑战,借鉴英美日等发达国家经验,提出统筹建设覆盖多主体、多层次的治理体系,推动非政府主体深度参与,对新兴科技领域制定差异化政策等建设思路,推动我国提升科技伦理建设能力,抢占科技伦理制高点,实现高水平科技自立自强。As China’s technology shifts from being a“follower”to a“leader”,some technological fields have entered a“no man’s land”,and the interaction between technology and multiple factors such as economy and politics may trigger more ethical risks in technology.This article reviews the trend of modern technology ethics governance and the promotion of technology ethics governance in China.It summarizes the existing problems and challenges of the domestic technology ethics governance system,and draws on the experience of developed countries such as the UK,US,and Japan.It proposes to coordinate the construction of a governance system that covers multiple subjects and levels,promote deep participation of non-governmental entities,formulate differentiated policies for emerging technology fields,and other construction ideas to promote China’s ability to enhance technology ethics construction,seize the high ground of technology ethics,and achieve high-level technology self-reliance.
