摘　　要：数字政府治理系统和复杂适应系统具有内在统一性,运用复杂适应系统理论指导政府数智化治理转型具有重要的理论和现实意义。通过对复杂适应系统理论和数字政府治理的复杂性系统特征分析,明确二者统一性。文章通过数智化概念的诠释,明确政府数智化转型的内涵和重要性,阐述复杂适应系统理论对于政府数字化治理转型的启示,并从主体、客体、机制、过程和目标构建政府数智化治理转型的路径,从而有效推动数字政府实现整体协同、敏捷高效、智能精准、开放透明、公平普惠的社会价值目标。The digital government governance system and complex adaptive system have inherent unity,and the application of complex adaptive system theory to guide the digital governance transformation of the government has important theoretical and practical significance.By analyzing the complexity system characteristics of complex adaptive system theory and digital government governance,the paper clarified the unity between them.Through the interpretation of the concept of digitalization,the paper clarifies the connotation and importance of government digitalization transformation,elaborates on the enlightenment of complex adaptive system theory for government digitalization governance transformation,and constructs a path for government digitalization governance transformation from the perspectives of subject,object,mechanism,process,and goal,effectively promoting digital government to achieve the social value goals of overall coordination,agility,efficiency,intelligence,precision,openness,transparency,fairness,and inclusiveness.
