摘　　要：开放、发展与安全是中国进入新时期需要有效协调的重大问题,关系到国家的生存与长远发展。当前全球经济进入深度调整和转型时期,保护主义、单边主义,不断冲击多边开放的国际环境。中国经济实力尚未达到发达国家水平,经济发展还需要依托充分开放的国际市场环境支撑,借鉴国际经验并准确评估当前的发展环境,对中国实现高质量发展目标至关重要。总体上,经济开放是各国经济发展默认的前提条件,美欧等传统超级大国/地区,为继续维持自身在全球发展中的引领地位,日益将经济安全放在第一位,而日本、英国、新加坡等经济强国,则更侧重经济发展所需的安全环境,这些经验提示中国要继续在开放的条件下,持续推动政策制度的改革、创新和完善,不断提升自主创新能力,以内聚力促进产业链供应链安全,加强多元国际合作、利益共享、风险共担。Openness,development,and security are major issues that need to be effectively coordinated as China enters a new era,bearing on the nation's survival and long-term development.Currently,the global economy is undergoing profound adjustments and transformations,protectionism and unilateralism are constantly undermining the multilateral open international environment.China's economic strength has not yet reached the level of developed countries,and its economic development still relies on the support of a fully open international market environment.Accurately assessing the current development environment and drawing on international experiences are crucial for China to achieve its high-quality development goals.Generally,economic openness is the acquiescent preconditions for the economic development of all countries.Traditional superpowers such as the United States and Europe increasingly prioritize economic security to maintain their leading position in global development.In contrast,economic powers such as Japan,the United Kingdom,and Singapore,place greater emphasis on the secure environment necessary for economic development.These experiences suggest that China should continue to promote policy and institutional reform,innovation,and improvement under open conditions,continuously enhance its independent innovation capabilities,strengthen the security of its industrial and supply chains through internal cohesion,enhance diverse international cooperation,share interests and jointly bear risks.
