公共卫生体系中央和地方事权责任划分研究

摘　　要：本文从公共卫生服务的产品属性和财政分权理论出发,对我国公共卫生体系中的事权与支出责任进行分析,重点分析了2010—2020年的公共卫生支出情况,并以疾控中心为例,分析中央和地方事权与支出责任划分中的问题,提出优化我国公共卫生中央和地方事权与支出责任划分的政策建议:将公共卫生服务体系建设明确为中央和地方共同事权,促进公共卫生服务体系均衡发展;调整公共卫生服务投入路径,增加公共卫生服务供给;优化公共卫生服务投入方式,完善专业公共卫生人员激励机制。Based on attributes of public health services and the theory of fiscal decentralization,this paper analyzes the fiscal powers and responsibilities in China's public health system,with a focus on analyzing the public health expenditure situation from 2010 to 2020.Problems were identified in the division of fiscal powers and responsibilities between the central and local governments based on the centers for disease prevention and control,and policy recommendations were given as below:optimizing the division of fiscal powers and responsibilities between the central and local governments in China's public health,clarifying the construction of the public health service system as a joint fiscal power between the central and local governments,and promoting the balanced development of the public health service system;Adjusting the investment path of public health services and increasing the supply of public health services;Optimize the investment mode of public health services and improve the incentive mechanism for professional public health personnel.
