摘　　要：地方党委常委会的规模是影响其履职尽责的重要因素,但要为地方党委常委会确定一个合适的规模并不容易。尽管地方党委常委会的规模受到多种因素的影响,但“入常”职务是其中的关键因素。地方党委常委会在本地区承担属地责任,一方面,在尽责动力和问责压力的双重驱动下,在一定时期内可能需要一个较大规模的常委会;另一方面,在受到内部运行成本和外部制度约束的双重影响下,又只能将常委会规模保持在较小的范围内。这种内在张力是地方党委常委会规模难题的症结所在。破解地方党委常委会的规模难题,需要准确把握地方党委常委会的领导职责,清晰厘定地方党委常委会与地方党委全会、地方党代会的权责边界,不断提升上下级党委常委会关系的制度化水平。The size of the standing committee of the local Party committee is an important factor that affects its performance,but it is not easy to determine a suitable size for the standing committee of the local Party committee in reality.While the size of a local party standing committee is influenced by a number of factors,the number of standing positions is a key one.As the standing committees of local party committees assume territorial responsibilities in their own regions,they may need a large standing committee in a certain period under the dual driving forces of due diligence and external pressure of accountability.However,under the dual influence of internal operating costs and external institutional constraints,the size of the standing committees can only be determined to a small one.Thus,a tension arises.It is also the crux of the size problem of the standing committee of the local party committee.To solve the size problem of the standing committee of the local party committee,it is necessary to accurately understand the leadership responsibilities of the standing committee of the local party committee,clearly define the power and responsibility boundaries of the standing committee of the local party committee,the plenary session of the local party committee and the local party congress,and constantly improve the institutionalization level of the relationship between the standing committee of the upper and lower party committees.
