气候投融资发展的机遇与挑战——以河南省为例

摘　　要：绿色金融是我国金融高质量发展的五大篇章之一,气候投融资属于绿色金融的范畴。在提出“双碳”目标之后,我国气候投融资蓬勃发展,相关的政策体系和顶层设计也正在建立。河南作为农业大省,农业经济发展深受气候变化和极端天气的影响,发展气候投融资迫在眉睫,信阳市被当选为气候投融资试点城市,为河南省气候投融资发展提供了契机。文章以河南省为例,总结了河南省气候投融资发展的实践,认为河南省气候投融资存在体系不健全、融资渠道单一和缺少专门服务机构等问题,提出创新气候投融资产品、优化专项服务等建议,为全国范围内气候投融资蓬勃发展提供了有益启示。Green finance is one of the five projects for our high-quality development of finance,and climate investment and financing belongs to green finance.After the"double carbon"target was proposed,climate investment and financing has been developing vigorously,and the related policy system and top-level design are being established.As a major agricultural province,Henan's agricultural economic development is deeply affected by climate change and extreme weather,and climate investment and financing is urgent.Xinyang City has been elected as a pilot city for climate investment and financing,which provides an opportunity for the development of climate investment and financing in Henan Province.This paper summarizes the practice of climate investment and financing development in Henan Province.It concludes that the system of climate investment and financing is still unsound,and the related financing channels are single,without specialized service agency,so it should further innovate climate investment and financing products and optimize related services to provide reference for realizing the vigorous development of climate investment and financing across the country.
