摘　　要：习近平文化思想是我国文化发展的指导思想,媒体建设是文化事业的核心板块。2019年以来,怎样建设现代化的全媒体传播体系,成为媒体融合纵深发展的主体任务。一线主流媒体在建设全媒体传播体系方面做了大量有益探索,但依然存在着各种层面上的诸多问题。实践层面的困境亟需理论层面的突破与创新,“全党办报”是我党新闻宣传的核心理论,无论在革命时期还是执政时期,都发挥着有效指引媒体实践的作用。传统实践的“全党办报”理论是媒体发展特定阶段的产物,契合“大宣传”“大媒体”发展特征的“全党办媒体”理论的提出,更符合全媒体传播体系建设的规律,既有利于体制内主流媒体的新媒体转型,同时也为体制外新媒体的健康发展提供了理论指南。Xi Jinping's cultural thought is the guiding ideology for the development of our country's culture.Media construction is the core sector of cultural undertakings.Since the 18th National Congress of the Communist Party of China,the Party Central Committee with General Secretary Xi Jinping as the core has attached great importance to the construction of an all-media communication system.However,in the current practice of building an allmedia communication system,there are difficulties such as the need to improve the level of attention paid by party committees and governments at all levels,unclear ideas for the construction of integrated media centers,and insufficient coordination among various types of media at all levels.The difficulties at the practical level call for breakthroughs and innovations at the theoretical level.As the core theory of the CCP's media practice,the historical limitations of"All-Party-Run newspapers"have become increasingly prominent.Based on the characteristics of media development in the new era,the theory of"All-PartyRun media"is more in line with the laws of building an all-media communication system.It not only provides theoretical support for the transformation of mainstream media within the system,but also benefits the healthy development of media outside the system.
