县域城乡融合发展的内在逻辑、基本导向与推进路径

摘　　要：县域城乡融合发展是一个城乡人口结构、经济结构、社会结构整体性变迁的过程,具有历史必然性、理论必要性和实践可能性。县域城乡融合发展不能被理解为消除城乡空间功能差异,而要基于城乡各自不可替代的功能,以推动人口双向迁徙和社会融合、城乡要素平等交换和双向流动、城乡治理一体化为基本导向,构建互补互利的城乡功能体系,促进人的全面自由发展。推进县域城乡融合发展,要发挥好制度创新、市场建设和技术赋能的协同效应,率先在县域内畅通城乡要素流动、建设城乡统一市场体系、健全城乡产业协同发展机制、优化城乡公共资源配置、促进县乡村功能衔接互补,切实增强城乡发展的平衡性、协调性和包容性。The integrated development of urban and rural areas in county areas is a process of comprehensive transformation in population structure,economic structure and social structure,characterized by historical inevitability,theoretical necessity and practical possibility.This development should not be understood as merely eliminating spatial and functional differences between urban and rural areas but should be based on the irreplaceable functions of both.The basic orientation should focus on promoting bidirectional migration and social integration,equal exchange and bidirectional flow of urban and rural elements as well we integrated urban-rural governance.The goal is to build a complementary and mutually beneficial urban-rural functional system and to foster the comprehensive and free development of individuals.To advance integrated urban-rural development in county areas,it is crucial to leverage the synergistic effects of institutional innovation,market development and technological empowerment.Efforts should first be made to facilitate the flow of urban and rural elements within the county,establish a unified urban-rural market system,improve the mechanism for coordinated industrial development between urban and rural areas,optimize the allocation of public resources and enhance the functional integration and complementarity between counties,towns and villages.This approach will effectively improve the balance,coordination and inclusiveness of urban-rural development.
